up to properly regulate their use. Law enforcement agencies must be transparent
about how and when they deploy these devices. Strict usage guidelines are
required to prevent mass data collection on bystanders during investigations.
Use of stingrays also needs judicial oversight through warrants to respect 4th
amendment rights against unreasonable search and seizure.
Some states have started enacting 'IMSI catcher warrant' laws but comprehensive
federal level reforms are still lacking. The technology raises too many privacy
and safety issues to be solely left in control of agencies operating in the
dark. Citizens will have to raise public awareness and bring political pressure
for proper checks and balances to apply to this emerging surveillance threat.
